The Papieri site in Cham will become home to over 2,000 new residents and accommodate 1,000 jobs. Over the next 20 years or so, Cham will become more densely populated, its skyline higher, and its layout more ordered than before. Together, the community and the landowner have seen this spot morph from the abandoned paper mill, which had defined this place for over 360 years, into a development scheme. This is based on what is already there, creating public spaces and striking a balance between security and freedom. Turning some of the space over for interim use has breathed new life into the old halls.
